Even though the Bipartisan Balanced Budget Act of 2015 removed the popular “file and suspend” strategy and is phasing out the “restricted application,” Social Security planning did not suddenly become simpler. If anything, the rules have become more complex for determining who can use what rules. Additionally, benefits for widows/widowers, child-in-care, children, divorcees, and non-covered pensions remain complicated.
